Why does writing the brief stall people?
A document has an implied audience of judges. You start editing for how it will look before you have decided what you mean, and the concrete detail that makes a claim testable disappears first.
What do I actually record?
Who has the problem, what they do instead today, why that fails, what it costs them, and what you would charge. Two to five minutes is enough.
How much of the output is usable?
Expect to cut about half. The draft exists so you have something concrete to reject, which is a much easier task than generating from nothing.
